HR will not help you; they are with the management always if you have any issues with a project.
Increment criteria are not good, as they usually bring all employees to the same package as per level and years of experience by saying "gap to market," bla bla.
There should be a teardown approach to each project, considering what is happening and how increments and promotions are occurring.
