Recently, people have been sacked in the name of bad performance reviews. It seems necessary to give a bad rating to one person on the project. So, though everyone on the team performs well, one will still be the scapegoat.
Be clear with the policies and talk to employees before sacking them. Give them time, as their self-esteem could completely go down.
