Potential travel. Unemployed when employed? If there are no projects, you have to sit on a bench and self-train and apply for roles. An employee review at this time would be perfect instead of just self-training. A career conversation would help focus the employee to train for company needs.
Easier rotations throughout role types (e.g., Software Dev -> PMO) or vice versa. Faster employee reviews to check how employees are coping and where their heads are at. This can be the difference in engaging an employee on a task and having them dwindle with lack of support (if they don't have a good voice).
