Promotion cycle.
If you have any kind of experience, don't settle for a Level 10. That's just extra years to get promoted to where you should be.
It doesn't really matter, I don't think. Everything was pretty much structured from the top down. The management that would be involved with any change would be pretty hard to reach out to. But you can always humor yourself and let your supervisor listen.
