Benefits are not always useful for all employees. It's possible some would prefer to earn more rather than having, for example, a gym they won't use, or whatever the benefit may be. But that's not possible (this, of course, must happen in many companies).

The salary might be less than the average in other companies. Promotions are often postponed for a long time.
