Limitation on career progression and financial recognition when you are “promoted”. Meaning: if you get a promotion and change your “level”, the difference in wages is almost irrelevant. However, if someone external is hired for that level, the salary can be way higher. This approach makes people leave.
Rethink the current system in place regarding career progression for internal vs. external employees.
