If you are a Manila Resource, stay away from Cebu managers. They are highly biased and prioritize their fellow Cebuano. They give promotions based on location, not strictly on performance, and include location in their promotion decisions. If you are from Cebu, you are lined up even if someone better exists, simply because you are from Cebu.
Upper management should be actively checking on Cebu managers. Their decision-making in giving promotions includes location. If your location is Cebu, then these Cebu managers will prioritize you. Upper management should actively watch and should never tolerate this.
