A lot of politics. Even if you work hard and do your best, it doesn't matter. There are people who have been working for more than 15+ years in the organization. They will just go with the people who know them and who back them, regardless of performance. I have seen a resource who had an argument with a manager when he was a senior software engineer for watching YouTube in the office. That guy, who was a DU lead, became a support lead, then an AM, a manager, and then a senior manager now on-site. But that manager is at the next senior manager position.
