It's worth it when someone has the right project and skill set used in the project. Trainings are really good.
Most support projects are useless. They take a huge number of people and make them work on outdated processes.
Focus on the individual's contribution. Measuring an individual's capability is not proper. Don't simply give the authority to management to assess an individual's contribution.
