The salary is low for software development. Promotions depend on factors outside of your control, such as individual project budgets and client role requirements. You will see people get promoted over you because they are on clients with more budget and have line managers who are more connected to the promotion process.
Compare your salaries for individual roles to what other companies are offering. The salary for software developers is particularly low, as most are paid the general 'analyst' rate. The best developers I have worked with have all left or are looking at their options now.
