Provide better work-life balance (I agree it depends on the project, but improvements are still possible).
Change performance management, which makes unfair comparisons between individuals at the same level.
Stay close with your immediate reportees to assess them better than randomly picking up a situation or hearing stories from others to evaluate them hypothetically.
