The first interview was an HR screening. First, they rescheduled the interview because they sent the wrong link. That link belonged to someone else. I think they messed up his interview as well by giving him the wrong link.
When conducting the interview, the interviewer did not listen and didn't give any attention. He was at his office desk and was looking at the people moving around.
If you cannot interview people, please ask someone else to do it. At least learn how to conduct interviews.
