Rob Rosenstein, your managers are failing your employees. Senior staff should talk to your workers to halt the current drain; the high-potential employees are mostly moving on fast. Hire managers who can manage people, not micromanage technology (they are inept at that too). You have directors and senior staff you need to replace; you know who they are already. The People Team sure does.
An 'open door policy' gives the false idea that you will be made aware of pervasive problems, but it isn't happening. Your people deserve better than this.
