Even after you get hired, you are always evaluated against the ever-rising 'bar'. The 'bar' is the average technical and leadership skill of your peers in the company. Basically, if you are deemed to be worse off than 50% of your peers across the company, you are in danger.
It's hard to give general advice here because every group is managed mostly independently. I would say that focusing on the development of your engineers is important, even if they are not sure of what direction they want to go. You lose a lot of good people simply because they are lost at sea without the tools to navigate.
