Be wary of managers. One bad manager can make your career go downhill. They can put you in a dev plan for any reason, and you will be forced to either leave or struggle and prove yourself.

HR is just for namesake. No support at all.

Employees are treated as slaves. Management does not care whether you leave or stay.
Stop using the dev plan as a means of torturing employees and getting things done.
