If a team is performing well even with fewer engineers, this will not be healthy for the team in the long run. I was on a small team, and the workload was very heavy, but we were performing well. So, perhaps that's why we weren't allocated any new engineers while I was there, even though the team agreed that we needed extra hands.
Please take into account stressful times and outside factors, not just numbers. Targets to meet might not make sense in every case.
