In a cost-cutting phase, greenfield projects are hard to find.

Too many layers of management. The same-level manager reports to the same-level manager. This decreases an engineer's visibility and reach in front of leadership.
The management bar is not high enough. Most of the times, they do not have technical knowledge and are only looking for timelines.
