The only thing I didn't like was that if you are tired of working in a place and try to look for opportunities within the company, you have to tell your manager before engaging an interview. Remember, the internal interview is not any easier than an external one.
If you don't want people to switch jobs too often, set a rule, e.g., stay in position for at least 5 years. Reporting to a manager about job switching only creates friction.
