Too much bureaucracy. Too much politics. Blind and short-sighted management. Discrimination against females is very high and obvious in some departments.
None, as they are a hopeless bunch of people, all working towards self-benefit. You advise people who are open to suggestions and willing to listen, see data, understand, and act. Here, it is a dictatorship; people have no value.
