As with many companies, they are focused on stock prices, etc. It is hard to get anything new done due to the nature of the company, but there are also a lot of unnecessary processes.
This isn't the AT&T Bell Labs who invented C++ anymore. Legacy innovation.
Raising stock prices isn't innovation. They have been attempting to force RTO, but everything about it has been poorly implemented and a struggle. Management wouldn't care to read advice, though. They would rather see their underlings do work at their offices.
