Atlassian is the best I've seen at setting clear expectations for each role, clear guidelines for how to transition between roles or get promoted, and excellent support for how to achieve your goals.
Atlassian is a big company these days, and with that size comes some bureaucracy and paperwork. They're pretty good at it for a large company, but they are still a large company.
