Bank of America depends a lot on its contractors, like Accenture, TCS, Infy, and IBM. They drive the things from their end. This will give little chance for associates to show their skills up to the mark due to a lack of opportunities within the projects.
Try reducing the dependency on contractors and do believe in those whom you have hired. Else, shut down the projects and get the things done from contractors, which will be much cheaper (in cost and quality).
