Very few policies and guidelines relating to managing employees are actually or formally written down. Managers can manage employees the way they want. You'll get emails from senior management telling you what they require you to do, and then the email is automatically deleted after six months because that is the company email retention policy. This means there is no consistency and minimum standards of management across the company (other than not breaking the law).
