There are many unmotivated and even disgruntled employees who are just waiting to retire. Things move slowly, and no one wants to change the pace of work. Also, no one rewards you for working well with multi-functional groups.
Those types of work don't get done until it's too late. Then "surprises" occur at the end. How about preventing the problems in the first place?
Those "surprises" are not "surprises" at all, and they are fully preventable.
Reward people based on productivity and effectiveness, not just by the number of years in the company. Also, when pushing for a cultural change, mean it and stop making slogans and doing nothing. Nothing will change if you do nothing. Period.
