I have worked at Boeing at different times over my 40+ year career and have seen all the ups and downs. If you want to speed up positive change, you must drive decision making, authority to spend budget, and accountability down to the lowest level. There was a time when a low-level engineer could walk into the factory manager's office, present the case to make a change, and walk out with approval and budget. No four levels of PowerPoint management review by people who didn't understand what you were doing. I know because I was there and I was that engineer.
