There are too many chiefs and not enough Indians. The downside to Boeing rewarding those who put in the extra mile is that it introduces a lot of competition and internal conflict.
Organizations are in a yearly conflict for internal funding with each other. There is also a tendency for ineffective leadership to use what little time, labor, and funding to implement their bad ideas that add little or no value to the company.
Prioritize routine management training that isn't in an online module. Redo how management and team performance is tracked. Based on lower performing managers, demote them or require additional training. Poor management shouldn't leave the engineering team without funding, or in some cases, without leadership in general.
