Boeing does not do software development well. They are a manufacturing company, and their IT department is underfunded. Most work is supporting existing applications, not new development. New development is outsourced because of the way internal budgeting works.
Until the company changes how they allocate funds, and IT changes how it's staffing for the minimum possible people for existing SOW and not hiring for new SOW for the business, there is little that middle management can do.
