If you are in a worst-performing BU, then you can be released from a project anytime. When you are on the bench, the available projects are not good ones; most of them are legacy projects using old tech.
Employees also contribute to the growth of the company. Have some arrangement to assess senior managers also, if they are doing well or not. Some of them think like they are kings and can do anything without any reason behind it. Make them responsible.
