Stacked Rankings pits everyone against each other. Even if you hit all of the benchmarks for promotion, you may not get it because so does everyone else on your team. Not to mention constant reorganizations often mean your great relationship with leadership means nothing if they're reassigned every 6 months and you're left having to convince a new manager you've done great work the past year.
