Stacked ranking is used to control labor costs. Getting below strong doesn't result in getting fired. It's run by humans, so it is not perfect.
Ensure people who are in senior leadership roles are passionate about people, not about making themselves look good. Senior leaders set the culture. Toxic leadership leads to a toxic culture. Most of the Sr. leadership (VP+) is really good for the most part, but there are a few, such as in CPAL, that are very toxic.
