If you like coasting, this is the perfect place for you.
If you are a TDP, your future career depends on random placement. If you are one of the lucky few who get into a great team where they actually do development work, great! However, there is a higher chance that you will get placed into a team that does "development" work, and by that, I mean doing nothing remotely close to development. There is a reason why a lot of TDPs don't make it through their two years in the program.
Management won't listen if you complain. They might make you rotate off the team early, but there's no guarantee, so you can waste your first year doing no development work.
Also, as mentioned above, people love to coast at this place. Something that should take a couple of days can take anywhere from one to two weeks. There is no sense of urgency when it comes to completing stories. Or, if the devs are working hard, they are impeded by the many hoops they have to get through to complete their story.
