Nobody gets fired for failing to do their job, so you will have to deal with people that want to stop your progress, and there's nothing you can do about it. Pay is bottom of the barrel, with no bonus or stock program, and a laughable 401k match.
Encourage your teams to build their own solutions, pay well for experienced talent (and listen to that talent), and find a way to remove people who are refusing to learn & adapt.
