No one ever gets fired. People mean well, but are either clueless or ignore what is said by the people doing the work.
The company does not do the software 101 processes. They are more concerned about saving money than giving people the tools they need to do their jobs.
The "Costco Culture" is terrible. People in charge are not technical. The company does not learn from most mistakes. I was discriminated against, not welcomed as an "Outsider," and it is a toxic and unsafe environment.
There is a diversity of ethnicity and genders, but it is not inclusive. People spoke their languages around me instead of the common one. Some people refused to speak English around me. I was ignored and put down as a new person with different ideas.
The culture that you are so proud of seems to be keeping things dysfunctional in IT. You actually do need experts in IT in order to advise and help employees learn and grow. Listen to the people doing the work. Meet with the workers periodically. You actually would benefit from having leads and not just people rotating through. Have a way to do anonymous feedback.
It is not a safe environment to bring up ideas or try to improve things.
Leaders should have to read and talk about this book: "Leaders Eat Last" by Simon Sinek. There is a complement for the absolute top leadership in the company, but the rest of the leadership needs to read and internalize the book.
