Computers are very locked down, even those intended for development, making it very difficult to get things done.

Set up software development sandboxes for collaboration with outside vendors and colleagues across the enterprise. Allow colleagues to go 100% remote. It's good for the environment, costs less in maintenance, prevents COVID outbreaks, and is an easy way to increase job satisfaction without upping salary or PTO.
