When Tom Staggs was chairman of Parks and Resorts, Imagineering was still the most amazing place to be. It contained some of the most talented and brilliant people, collected and trained under one roof, and the culture was designed for the innovation of the human experience.
Worst leadership possible came into the company after Tom left. When Imagineering was allowed to be what it was created for, it was a very powerful design and delivery company capable of creating anything. When the Disney Company Board of Directors decided to create a leadership focused only on what makes stock prices move quick, and not a longer strategy based on what makes people trust and come back, it all changed. If one were to ask what kind of business animal Bob Chapek would be, he is a fox. You don't put a fox in charge of the geese that make the golden eggs.
Re-cast the Disney Board of Directors, fire its leadership, call back the visionaries you ran off and start over.
