Possible to slip between the cracks and not be given any serious responsibility or ownership, despite repeatedly asking for interesting work to dig into.

Cons

Tendency for individuals to hold ownership and get credit for things rather than teams.

Unclear reporting structure and very difficult to find decision makers.

Advice to Management

Push forward with the R&D reorg because it is badly needed.
