Brand confusion. Entrenched old-guard middle/upper engineering management is concerned only with notching quick (and questionable) business wins & avoiding risk by surrounding themselves with yes-people. There is no interest in cultivating talent or challenging the status quo.
Figure out what eBay is and what it is not.
Remove the old engineering guard which put eBay in such dire technological straits in the first place.
