eBay encourages people to innovate. You will have a lot of freedom to do whatever you want, as long as you manage your time well.
I hate to use the word "discriminate". But a few managers are too biased towards their favorite employees. With similar amounts of work and performance, one would get a MUCH higher annual rating over the others.
Peer feedback and review should not be limited to buddy peers and from top to bottom levels. Even entry-level engineers should be able to write their feedback to architects and senior managers every quarter.
