Competitive environment. Experience often dependent on team members and team leader. Difficult to get promoted. Somewhat overworked and underpaid. No leverage for employees because there is always a long line of replacements waiting to take your spot if you rock the boat. Rigid hierarchy of departmental management. Development personnel (sometimes understandably so) maintains distance from QA personnel.
Find better ways to promote within other areas of the company. There may be a lot of folks to weed out, but I think the QA staff has a lot to offer, and the QA experience is a good test to see how employees fit into the EA team as a whole (not just tech jobs).
