Whether your boss is competent depends on luck.
Contractors are treated more like second-class citizens, besides the pay being very low. Most don't stay long before they find a better job. Those who can't go anywhere else may stick around long enough to get offered a full-time position. So, there is a lot of incompetence and bureaucracy. You can tell from subreddits how their EA Sports games are doing.
