The execs want the company to do everything all the time and want it done in a timeframe that isn't possible with how poorly resourced most of the teams are.
Mediocre performers are often given chance after chance to continue their mediocrity because having a butt in a seat is more valuable than not having them.
Make real prioritization decisions over half-staffing everything.
Follow up with teams that aren't delivering month after month to understand why. Odds are they're full of mediocre performers with mediocre leaders covering for them.
