Advice to Management

Give priority to the existing employees, as knowledge is very important. Once the old employees leave, it is really hard for new employees to come and take over the project without proper training.

There should be at least one developer who has been working on the project for a few years, instead of focusing on improving the team size with multiple business analysts and scrum masters.
