Most managers do actually try to help, but they are powerless to make things happen.
Low pay. Morale has to be boosted with constant "gifts" of appreciation. Terrible benefits (especially healthcare). Contract workers aren't treated the same. Extremely high turnover.
Stop looking at new projects and fix the problems that have been systematic for what seems to be over 5-10 years.
