Culture - advertised, not actual.
SW engineers, surrounded by technology, do not have up-to-date, reliable tools.
SW in Agile - ill-defined Agile process not adhered to.
SW groups floundering.
Company uses reorganizations to solve process, tool, and culture issues.
GM predominantly hires any kind of engineer to do SW rather than hiring SW professionals.
Stop reorg'ing.
Work on maturing whatever process you land on.
Off-the-shelf software tools will not work without customization to align with how the company actually functions.
