Low salary. No perks. No swag. Poor stock plans when compared with US folks.
Review the hiring process. Most of the time, the proposed compensation doesn't reflect the interview results nor the candidate's resume. It feels like the most important fact when making an offer is the availability to find other candidates in the market.
