Promotion seems to be more based on personal relationship with management than recognition of ability.
A lot of internal bullying, management turns a blind eye to it.

Take action on the welfare of your reportees. Enforce a more professional decorum. Discussions should be two-way. No realistic avenue for promotion takes any type of motivational incentive away.
