Cons
  1. Code review processes can be long.
  2. To make an impact, one may need to be selective about teams and projects.
  3. Due to the long code review process and incremental code changes, it could be hard to submit complete code for a project in a short period of time.
Advice to Management

Simplify code submission policies. Maximize impact per unit time.
