Very, very, many levels of management mean decisions on projects are made slowly. Funding for teams/projects is given and pulled pretty sporadically, it seems.

Nobody except tech support has admin privileges, making it difficult to download software and set up environments as a developer.
Put more power in local management and reduce the number of management levels.
