There are some managers that do care about growing the employee. There are some top-notch engineers that you can learn a lot from and are fun to work with. Intel does a little of everything, so there's opportunity to find something you can be passionate about.
Work-life balance is great because you'll be competing against very average engineers.
The lack of a standard hiring bar causes the caliber of management and engineering talent to vary too widely from team to team. This makes transferring to teams for career development or collaboration across teams difficult because teams don't trust each other.
Compensation is not competitive enough to attract the best talent across the board. A selected few can be compensated extremely well, but the need to fight to become those selected few makes it difficult for engineers and teams to collaborate.
The best engineers and managers produce the best work. If you want to be the best company at something, you'll have to pay the best in that industry. There's no other way around that.
