Most engineers are very motivated to succeed. This is contagious. Many seem very excited to be there, especially the recent grads who do not have experience working in established companies and do not notice the "cons" of the company.

Hire engineering managers that have experience working in established companies that understand long-term goals, have some social skills, and understand that management is about relationships and leading people.
Invest in good engineers. Stop hiring with the idea that engineers stay for a brief period; this will cost you in the long run. Offer competitive salaries.
Hire engineers with real-world experience. The reliability of the product is on the line.
Review your hiring strategy and be realistic. Stop hiring PhDs to do the job that a person with a bachelor's degree can fulfill.
